In a large bowl, blend cake mix, butter and evaporated milk until smooth. Stir in pecans. Spread half of the mixture in 13 x 9 cake pan. Bake in 375 F (190C) oven for 12 minutes. Let cool for 10 minutes on wire rack. TOPPING: In microwaveable bowl, combine chocolate chips and evaporated milk; microwave at HIGH for 1 1/2 to 2 minutes or until chips are melted, stirring to combine. Gently spread over cake. Arrange Turtles about 1 inch apart over chocolate mixture. Drop remaining dough by small spoonfuls among Turtles. Bake for 16 to 18 minutes or until cake tester inserted in brownie comes out with a few moist crumbs clinging to it. Let cool completely on wire rack. Cut into squares with each containing one Turtle.
